Who should pay for the training? For the most part we are on our own when it comes to our professional development. There are some things that the industry will get behind for short bursts, but sometimes the information that you most need is no longer the flavour of the month. Expanding production or development  budgets to accommodate training in a new skill of appealing to today's changing audience, may seem like an unnecessary expense.  The question is can we afford not to spend $5000 on consulting so we can throw away 6 million - 20 million dollars and make a show that no one watches.  Or as an individual, is it worth it to spend $300 to learn a process that will enable you to do your job better.
